1) לאחר כיבוש טריפולי בידי האנגלים, הם פעלו להסרת חוקי הגזע שהונהגו בידי האיטלקים. מעתה יהודים רשאים להתהלך בין ערבים. יהודים רשאים לעזוב את הגטו היהודי שהוקם בידי האיטלקים.
2) גנרל ז'ירו הצרפתי ביטא לפני עיתונאים מבעלות הברית את התנגדותו לאופן הטיפול ביהודים.
3) חינוך לגזענות נראה כעת כביטוי של ברוטאליות פרימיטיבית וכל מקום שנכבש בידי בעלות הברית - בעלות הברית פועלים מיד לביטול חינוך לגזענות במקום.

במסמך מדווח על פגישה של חיים וייצמן עם יהודים צפון אפריקאים. הוא מזהיר מפני התנהגות מתגרה כלפי היהודים בצפון אפריקה הנתונים לשליטה צרפתית.
הוא מזהיר את שומעיו היהודים להקפיד על איפוק ולא לתת למרוקאים עילה לגרימת תקריות אלימות.
