Letter of the Association of Hoteliers and Restaurateurs to the governor of Constantine District

The letter addresses the behavior of Muslim workers working in restaurants and hotels in the province of Constantine. Reports the lack of discipline of the workers and their more unwillingness to work and fulfill their role: they prefer to earn in the booming black market. An atmosphere of "revolution" in the air among the Muslim population.

He goes on to describe the difficulties the Americans face there, including the strong war-time black market that emerged, the use of ration cards and the faulty distribution system for civilian supplies at the time the Americans entered Tunisia
