The letter was composed in Tunis on 12/27/1942 by the representative of France in Tunisia and addressed to the commander of the French army in Tunisia. The paper presents a program for the use of 4 ports in Tunisia by the Axis powers.

The document outlines the new guidelines concerning the issuance of banknotes French, the new banking conditions imposed on the Jews of Tunis (such as limiting cash outflow, freezing of personal property, etc.) and local press advertising campaign in order to distribute and regulate the new restrictions.
