Telegram from Rahn to the Foreign Ministry answering on a former message from the Ministry proposing an undisclosed plan, which most likely concerned the deployment of Arab forces behind enemy lines. Rahn approves of the plan under five conditions:
- The release of Habib Bourguiba if he´s willing to call the population on resistance against the allies.
- The deployment of appropriate military personnel for leadership of the Arab battalions
- The delivery of new weapons, except rifles, which the French supply sufficiently
- The provision of a German commando and interpreter for every Arabic group
- A quick execution before enemy lines close down
He also points out that the presence of Arab battalions may increase the likelihood of looting and destabilize the situation in home territory.
