The report is written in German and French, it deals with the treatment of German citizens in the French colonies in 1939. The document was handed over to Léger by Bräuer in connection to Ribbentrop´s visit to Paris. It critizises the expulsion of Germans in Morocco and the Tangier zone, where Visa were denied and institunional discrimination took place, just as the economic disadvantages German companies faced in Cameroon due to the missing German mission.
