Document from the Foreign Ministry, containing a letter from Rahn, send through the German embassy in Paris, in which he describes the current situation in Tunis in five points:
1) destabilization of Tunis after the withdrawal of French troops and passivity of the residential government, expecting an Allied win and only putting opposition against violent events involving Italian military
2) stronger reliance on reorganized youth groups like the Doriot movement as auxiliary police and authority over press and media
3) repeated requests about the plans to clear Bizerta to be able to accomplish restructuring of the French administration
4) intent on establishing an armed Arab force in cooperation with Destour-Movement, which would be facilitated by the release of leaders like Habib Bourguiba
5) necessity to destabilize enemy territories to prevent material-superiority
