Thereby he mentions the suspension of “whisper-propaganda” proposed by the “Wehrmacht” until real military achievements can be presented. Afterwards he gives advice and information on propaganda campaigns in Algeria and Morocco, reporting on

2. The organization of “control-committees” under his command, which replace the “failing” administration in areas of food distribution, refugee management and recovery of bodies. They also consist equally of Arabs and Europeans 
3. The founding of the “Red Crescent” as an alternative to the “Red Cross” (for which he orders medicine from Germany)
4. The forced payments on the Jewish communities, which he holds responsible for attacks on the civil population, to finance the committees
5. The commissioning of an Arab-nationalist media outlet
6. Further antisemitic actions like forced labor and administrative discrimination

He proceeds, stating the support of the control committees by the Italians to gain insight into the administration of Tunisia and answers to orders from the 18th of December to use propaganda on the American military, noting that anti-semitic and anti-Bolshevist propaganda is hard to distribute from the air and impossible to be spread through Italian population. Instead voices support for infiltration through Spanish Morroco. Finally, he advises using cooperation with French youth organizations in Tunis for propaganda in Algeria and promises an official statement by their leaders to join the cause of the Axis.
