Telegram from Rahn to the Foreign Ministry answering on a former message from the Ministry proposing an undisclosed plan, which most likely concerned the deployment of Arab forces behind enemy lines. Rahn approves of the plan under five conditions: 

  1. The release of Habib Bourguiba if he´s willing to call the population on resistance against the allies.
  2. The deployment of appropriate military personnel for leadership of the Arab battalions
  3. The delivery of new weapons, except rifles, which the French supply sufficiently
  4. The provision of a German commando and interpreter for every Arabic group 
  5. A quick execution before enemy lines close down

He also points out that the presence of Arab battalions may increase the likelihood of looting and destabilize the situation in home territory.
