October 18 to November 21, 1940 – It appears from the letters exchanged between the Minister of the Interior, the Minister of Foreign Affairs and the Resident General Noguès that the main fear for the granting of transit visas through Morocco to French or foreign nationals declaring that they want to go to the Americas or the Antilles is that they remain permanently in the territory of the Protectorate. Noguès writes in particular : « … I can only advise against transit through Morocco to those of our compatriots who wish to go to America via Lisbon, unless they have obtained before their departure from France all the visas and documents of necessary circulation, including transit tickets for America … I would add that to prevent some of our compatriots from being tempted to settle in Morocco under cover of a transit visa, it would be necessary for the French competent authorities, before issuing visas, to consult this General Residence as for when the applicants intend to stay for a long time in the territories of the Protectorate ».

Adequate instructions are given by the Minister of the Interior to the Prefects, Sub-Prefects and to the Governor General of Algeria.
