An official letter from Admiral Francois Darlan to the ministers and secretaries of state regarding the new sanctions applicable to French opponents of the Vichy government.

Three types of sanctions are mentioned:

– Administrative penalties: dismissal, retirement
– Penal sanctions: prosecution
– Cancellation of French citizenship
