August 25, 1940 – The Minister of Foreign Affairs asks General Noguès for his opinion about requests for French refugees to settle in Morocco.
September 18, 1940 – General Noguès replies to the Minister that he is not opposed to French refugees going to close relatives to be accommodated by them, and that if subsequently they wish to settle permanently in the French zone, they must be able to justify their means of existence.
October 1, 1940 – The Minister of Foreign Affairs responds to the request of the Minister of the Interior dated August 19 that he sees no objection to the immigration to Morocco of refugees, close relatives of French nationals residing there, on condition that they are accommodated by the latter. If they subsequently wish to remain in the French zone, they will have to prove their means of existence. Specific cases will be submitted to General Noguès for assessment. The Minister specifies that « it goes without saying that the number of people admitted to settle in Morocco under these conditions can only be limited. The choice of General Noguès cannot, moreover, be done on Jewish elements ».
