Deux rapports administratifs sur la surveillance de la « Fédération des Élus Musulmans », Constantine – mai 1934
Description
May 19, 1934 – Report of the Administrator of the Mixed Municipality of Châteaudun to the Prefect of Constantine (2 pages).
May 25, 1934 – Report of the Administrator of the Mixed Municipality of Aïn M’lila to the Prefect of Constantine (4 pages).
These two reports, drawn up within the framework of the « Political Surveillance of the Natives » relate to the meeting of the « Federation of Elected Muslims » which was held in Constantine on April 29, 1934. The central figure of these reports is the President. of the Federation, Dr. BENDJELLOUL. The reports cite the number of elected officials (some of them with their names) from each municipality who participated in the meeting and provide information on the political actions, sometimes subversive, of some of them, as well as the outstanding elements which emerge from this meeting.
April 3, 1934 – Memorandum of the President of the « Federation of Elected Muslims » to the Prefect of Constantine (4 pages).
This document details in 22 points the state of mind of the Muslim population of the province of Constantine and their complaints against the French authorities. Dr. BENDJELLOUL asks the Prefect to act to improve the social life of the Arab population because « the situation is worse than ever, hearts are ulcerated, spirits are uplifted; Algerian Muslims can no longer accept the state of social decline in which one wants to maintain them ».
Updated – Response to the Memorandum sent by Mr. Dr. Bendjelloul to Mr the Prefect on April 3, 1934 (9 pages).
This document (internal to the Prefecture of Constantine ? Probably written by the Department of Political Surveillance of Native People for the Prefect) provides point-by-point answers to Dr. Bendjelloul’s memorandum.
The « Memorandum », as well as the « Response », seem to have been a « trigger » for the April 29 meeting.
November 1930 – 4 press articles on the « Federation of Elected Muslims of Algeria » (including « La Presse Libre » and « La Dépêche de Constantine »).
August 1934 – Short « Clarification » from Dr. BENDJELLOUL addressed to the Muslims. He expressed his fears that the « VIOLETTE PROJECT » would be adopted and dissociated himself from the « events of August 5 ».
