3. The natives harbor hostile feelings towards Italy.
4. The economic situation is satisfactory.
5. Assistance to the needy.
A mixed commune in the colonial period is a commune whose administration is managed by European officials, Muslims (natives), Israelites, appointed by the governor general of the province and his mayor.
