Description

This report written by the president of the Syndicat des Hoteliers et Restaurateurs de Constantine to the prefect of the department of Constantine underlines the state of mind of the native staff which leaves much to be desired: the staff is lacking, the “black market” provides for a large number of the natives of the resources which exempt them from working, indiscipline with the remaining staff. The current indigenous mentality seems to be felt everywhere, especially in public transport.
