March 10, 1942 – This classified Secret note establishes the rules governing telephone relations between diplomatic missions and consulates of foreign powers in France. It defines the rules for using the telephone. It concerns the « Internal communications – unoccupied zone », the « European communications – relations between the unoccupied zone and Switzerland, Spain and Portugal ». Communications must be in French, with exceptions. For relations between the occupied zone and the non-occupied zone and vice versa, communications may be made in the national language of the mission in question.
