March 10, 1942 – This classified Secret note establishes the rules governing the telegraphic relations of diplomatic missions and consulates of foreign powers in France. It concerns the « Internal Communications » and the « International Communications », and defines the rules for writing telegrams in clear language (French, English, German, etc. as appropriate), or in secret language. It also specifies the controls to which they must be subjected, if applicable.
