February 7, 1942 – Secretary of State Mr. Benoist-Mechin receives a note from the German Embassy in Paris indicating that the Reich government has decided to include in the district of the German Consulate General in Algiers, Algeria and the Tunisian Protectorate. It asks the French government to notify this decision to the competent authorities and to acknowledge receipt of this notification.
February 20, 1942 – The Residence in Tunis receives a note from the Governor General of Algeria which transmits the request of the Consul General of Germany in Algiers to obtain « the authorization to circulate the car of the Consulate General of Germany throughout the country extent of Algerian and Tunisian territory ». The Residence wishes to answer in the negative as regards Tunis : « it seems to me impossible indeed that the jurisdiction of the Consulate General of Germany in Algiers extends to the Regency, the only case where the requested authorization could be justified ».
February 20, 1942 – The Ministry of Foreign Affairs in Vichy acknowledges receipt of the note dated February 7.
