July – September 1940 – In exchanges of letters, the Ministers of Foreign Affairs, of Justice, and the Resident General in Rabat, consider the cases of individuals who have requested to receive or retain French nationality. The Minister of Foreign Affairs sets the tone : « The present circumstances cannot remain without influence on our general policy on naturalization. It is therefore important, in principle, to discourage requests to this end and, for those you received, to postpone the investigation sine die. I have decided, under these conditions, to send you back the pending cases altogether ».
In many cases, the ministries and the Residence send requests to each other without making any decisions about them. It is for example the case for naturalization of Italians engaged voluntarily, and in cases of deprivation of nationality « of the sequestration of the goods and interests of any kind that the individuals in question would have… », and also cases of « marriages contracted after the armistice, but before the signing of the Peace Treaty ».
