October 18, 1941 – General Noguès, General Resident in Rabat, writes to the Minister of Foreign Affairs to explain the difficulties encountered by foreigners in leaving Morocco to return to their country of origin. He considers the case of Luxembourgers, Dutch, Danes and Norwegians who normally pass through Switzerland after having obtained an adequate visa subject to the agreement of the Germans, and that of Belgians who must be provided with two pass, one to cross the demarcation line, the other to leave the occupied zone bound for Belgium. For all these foreigners, a non-stop transit visa through France in accordance with the instructions of circular 037 is necessary. Given the short validity period of these visas and pass, the General Resident requests authorization to grant these foreigners, without prior consultation, the transit visa if they already have their visas for Switzerland. or their passes for Belgium.

December 26, 1941 – The Minister of the Interior asks the Minister of Foreign Affairs to agree to General Noguès’ proposal of 10/18/1941, and asks him to apply it to foreigners wishing to leave Tunisia to go to these same countries in northern Europe.

January 04, 1942 – The Minister of Foreign Affairs writes to the Resident General in Rabat and Tunis instructing them to apply the procedure proposed by General Noguès.

February 03, 1942 – General Noguès, General Resident in Rabat, writes to the Minister of Foreign Affairs to confirm that he has taken due note of his agreement to the simplified procedure, and that he will inform the Ministry « of the visas granted under these conditions ».

February 14, 1942 – The Minister of Foreign Affairs writes to the Minister of the Interior to confirm that General Noguès « sees only advantages in this procedure and that he will inform the Ministry of the visas granted under these conditions ». He will inform him of the response from the Resident General in Tunis as soon as it reaches him.
