September 27, 1940 – The 23-page circular determines in great detail « the formalities to be completed, either to travel abroad or to return from there, or to travel between the territories of the French Empire ». It distinguishes between French citizens – and among them soldiers and civil servants, and foreign citizens – with the special regimes of the Spaniards, the Swiss, the Poles and the British or others. The conditions for going to Algeria, Tunisia or Morocco, or for returning from there are specified. Travel by French and foreign nationals to territory of the British Empire or to territory under the protection of Great Britain is prohibited, except with exceptional authorization. Exit visas granted to French people and foreigners will now be issued for a maximum period of one month.
