The maximum proportion of Jews in establishments is set by the law of June 21 at 3% for higher education and 14% for primary and secondary education.
By prefectural decisions of September 23 and 24, the badges and meetings of the Eclaireurs Juifs Beitar are prohibited.
A sum of 4000 francs is given by Elie Gozlan of the Israelite Consistory of Algiers, to Sheikh El Okbi. This payment continues a tradition of the Consistory which is to pay each Ramadan a certain sum to the sheikh for his works.
The Consistory is in charge of creating private Jewish schools, to overcome the exclusion of young Jews from schools and to give jobs to Jewish teachers.
According to the report, English propaganda is carried out mostly through the Jews.
