This report gives an overview of April 1939 on the political activity of Muslim elected officials, reformist ulama, the Algerian People’s Party, etc. We can also read their information on the youth of the Algerian Muslim Congress, the action of the European parties on the Natives, the indigenous workers, and the economic question.

“A decree-law of April 23 provides for sanctions against fescitations tending to provoke hatred and discord between French people for reasons of race and religion, (one month to one year in prison and 500 to 10,000 francs in the case of defamation, lesser penalties in the event of insults only). Thanks to this decree-law, writes Mr. Bernard Lecache, president of LICA, Muslims, and North African Jews will be able to assert their full solidarity with the Republic … It remains to grant, by a new decree-law, the legitimate rights that our Muslim brothers expect and deserve … “
