The report specifies that the cruelest anti-Jewish law is the numerus clausus limiting the number of Jewish students in high schools and universities. Jewish circles wishing to provide their children with an education deemed essential have decided to create institutes of free education at the expense of their community and with the authorization of the Public Authorities. The application of recent laws on the Status of Jews, which leaves Constantine 35 unemployed teachers, will allow them to work in these institutes.
