Translation of a letter from Jacques Oettinger to the Lisbon office of HICEM, an organization established to help Jews emmigrate from Europe.
The letter letter discusses the process involved in liberating prisoners of war and refugees from the Czech and Polish Armies. Also discussed: the difficulties of freeing stateless ex-Germans and ex-Austrians, who may be considered nationals of enemy countries.
