This report mentions “the amendments to the Constitution and the composition of the new government” of Vichy, which are beginning to be known in the douars. The report describes the difficult economic situation. Day laborers will cope with difficulties to provide for the needs for their families. There is a lack of basic necessities like soap, sugar, tasteless oil and tea. The store of the Indigenous Provident Society is empty and the charity sites are not currently operating.
