The beginning 'A voice was heard in Rome' (Kol beRoma Nichma - קול ברומא נשמע) is a wordplay and a reference to the biblical verse of Jeremiah 31:15, 'A voice was heard in Rama' (Kol beRama Nichma - קול ברמה נשמע)
The work expresses great joy for the misfortune of the enemies from Berlin (the Germans) and from Rome (the Italians) who began to retreat against the Allies, arrived in North Africa. Joy is expressed for the return of France to its rank and its freedom, and with it, the return to freedom for the inhabitants of North Africa.
